How do I remove tight and small screws

I opened my PS2 and went inside the unit where the mounting brackets that hold the laser lens with the rail are. The thing is, the screws holding the lens onto the rail are too small and too stubborn to unscrew.

I tried all sorts of Philips screwdrivers that I can buy, like many #0 screwdrivers and the damn things don't come out.

The only thing I haven't tried was to use a drill.

Is there a #0 Philips drill that takes care of small Philips screws?
