I have two USB drives that I've used successfully with wLaunchELF before. wLaunchELF no longer recognizes either. I've tried reformatting both (making sure to use FAT32 as the file system) without success. The PS2's USB ports both work, as I was able to use a USB keyboard through both ports. One of the USB drives has a red light that turns on when the drive is functioning, and the light turns on when I connect the drive to both of the PS2's ports.
